The Internet Society (ISOC) is an international, non-profit organization founded in 1992 to provide leadership in Internet related standards, education, and policy. ISOC is the parent company of Public Interest Registry (operator of the .org, .ngo, and .ong domains) and the Online Trust Alliance (OTA), as well as the organizational home of the Internet Engineering Task Force (IETF) and the Internet Architecture Board (IAB).

Provide strategic leadership for the organization’s capacity building programmes through operational implementation and oversight, developing and managing new program opportunities with international partners and donors, while providing stewardship for the existing portfolio of global education and leadership initiatives.

Develop and deliver high quality online and face-to-face training that cover key topics such as core routing security, critical Internet infrastructure, wireless community networks, computer security incident response teams (CSIRTs), Internet governance & policy, online privacy and data protection. Engage with governments, international organizations, network operator groups (NOGs) and research and education networks (RENs) across the world to deliver relevant training to their constituents. Successfully delivered learning resources to over 200,000 individuals across the globe. Own the end-to-end delivery of (un)conferences, webinars, and fellowships.

Represent the Internet Society at international events, workshops, panel discussions and other speaking engagements.

Online learning
  • Reduced the cost of online learning delivery by 65% through the development and implementation of a leading-edge Learning Management System (LMS) with capabilities to deliver blended, online moderated, self-paced, and mobile e-Learning.
  • Oversaw the development of a portfolio of online courses on Internet governance and related topics (Infrastructure, Internet Policy & Regulation, Legal Aspects of the Internet, Regulatory Frameworks, Core Routing Security, Spam and Mobile Threats, Cybersecurity Incident Response, and other topics).
  • Delivered online training resources to over 200,000 individuals across the globe since 2012.
Programme management
  • Successfully oversee fellowships and ambassadorships to the IETF, IGF, LACIGF, EuroDIG, OECD, and World Bank, among others.

Vouch Digital is a Uganda-based award-winning social enterprise that focuses on technology innovation for sustainable development. The organization works with partners to design, implement, and support technological platforms that address pressing social needs. The company’s flagship product is the Mobile Voucher (M-Voucher) system that streamlines the distribution of subsidies to farmers and agro-dealers. 

As a Board Member, my role is to contribute to strategy development; provide advice on digital technologies (including mobile payments and blockchain), ICT law and regulation; lead cybersecurity governance; provide inputs on partner development and investor relations; and support the overall scaling and impact of the company’s activities.

The Global Commission on the Stability of Cyberspace (GCSC) is helping to promote mutual awareness and understanding among the various cyberspace communities working on issues related to international cybersecurity. By finding ways to link the dialogues on international security with the new communities created by cyberspace, the GCSC contributes to an essential global task: supporting policy and norms coherence related to the security and stability in and of cyberspace.

This research cluster covers the technical aspects of cyberstability – examples can include the technical core protocols and standards of the internet, management and protection of critical information infrastructures and essential web services, threats, risks and their vectors, and any matters pertaining to network and information security.

They also foster digital collaboration around key insight areas, covering economies, industries and global issues.

TEN HABITAT, Caribbean Nations

TEN Habitat is a Caribbean-based entrepreneur’s habitat built around a community structure with a hybrid accelerator at its core. We aim to fuel and add impetus to the entrepreneurial spirit across the Caribbean by supporting and funding outstanding projects with the aim of taking them to the next level where they can garner international investment.

My role is overall governance, risk and control (GRC) as well as partnership development and technology strategy. Accelerate businesses for an 8-month period but continue to monitor and mentor graduates of the programme for two years after they leave the accelerator. Gives priority to businesses and innovative ideas in Agro Processing, Green Energy, Creative Industries, and Education and Tourism. Deliver boot camps, training, mentorship, co-working space, funding support and a hybrid accelerator.

Chief Information Officer

Bermuda Commercial Bank (BCB) is one of Bermuda’s four licensed banks, established in 1969 and regulated by the Bermuda Monetary Authority. It is the only bank in Bermuda focused solely on commercial, corporate and high net worth clients. BCB has subsidiaries in Bermuda and London: Paragon Trust (Bermuda), Charter Corporate Services (Bermuda), and Private & Commercial Finance Group (London).

Led IT strategy for internally facing systems and worked with executive leadership on IT strategy for externally facing systems (core banking, Internet / mobile banking, corporate website, customer support systems, etc.). Drove IT governance, risk and control process enhancements and control discipline across the Bank. Overall responsibility for data governance, privacy and enterprise cybersecurity. Directed and organized IT-related programmes and projects and maintained an appropriate IT organizational structure that supported the high-level business objectives and tactical/operational needs of the business

Major Achievements:

Governance, risk and control
  • Completed a consolidated risk assessment of all IT platforms to drive the tactical programmatic approach for the next 12- 18 months, to meet compliance requirements for PCI-DSS, and to align the IT department’s work with the Operational Risk and Internal Audit functions.
  • Developed key policies and procedures: IT Security Policy, Change Management Policy, Change Management Process, Information Classification Standards, IT Security Incident Response Procedures, IT Service Level Agreement, etc.
  • Led the deployment of critical platforms to enhance cybersecurity response capabilities: Managed Security Service (MSS), Security Event and Information Monitoring (SEIM), Privileged Account Management, File Integrity Checking, Vulnerability Management, and Penetration Testing.
  • Implemented an enterprise wide Information Security Awareness programme, including annual attestation, social engineering and phishing campaigns, posters, and daily / weekly tips.
Business Applications
  • Oversaw the deployment of new core banking (Temenos T24) and Internet banking (NETinfo NETteller) platforms, customer output management system (EFS), G/L system (Great Plains Dynamics), and business intelligence suite (Temenos Insight).

  • Completed telecoms services audit, cleaned up billing, and removed unneeded services.

  • Renegotiated enterprise mobile contract and implemented service/cost monitoring.


Head of Telecommunications Engineering

CIBC is a leading Canadian-based financial institution with two strategic business units – CIBC World Markets and CIBC Retail Markets – and with international operations in the Caribbean, United States, United Kingdom and Asia-Pacific.

Provided strategic leadership on development, deployment and support strategies, growth opportunities and execution and utilization of resources across the 18 countries in the Bank’s operating footprint. Overall ownership and responsibility for routing & switching, network security (firewalls, network access control, intrusion detection / prevention, data loss prevention, web / content filtering) and unified communications (IP telephony, telepresence, web conferencing, unified contact center). Oversaw the delivery of 50+ projects to upgrade the network communications infrastructure of the organization and deliver enhanced capabilities. Served on the Change Advisory Board and Technical Architecture Committee of the organization. Managed annual CAPEX of +USD$4M and OPEX of +USD$18M.

  • Developed and executed a 3-year strategic plan that addressed key improvement areas: security, resiliency and cost reduction.
  • Served on the Change Advisory Board and Technical Architecture Committee of the organization.
Programme management
  • Oversaw 50+ projects to refresh the telecommunications infrastructure and deliver advanced network capabilities (including Unified Communications Call Center Deployment, Datacenter Core & Distribution Network Upgrade, Enterprise Unified Communications Rollout, and MPLS / Metro-Ethernet Network Upgrade).
  • Member of the team that designed and deployed the 1st mobile banking platform in the Caribbean region.
Financial/cost management
  • Reduced overall telecommunications costs by a year-to-year percentage of 32%. Net cost savings of USD$3.4 million over 3 years.
  • Led an end-to-end telecommunications audit that yielded a USD$1.3 million credit from service providers.


Senior Audit Manager (Enterprise IT & Cybersecurity)

CIBC is a leading Canadian-based financial institution with two strategic business units – CIBC World Markets and CIBC Retail Markets – and with international operations in the Caribbean, United States, United Kingdom and Asia-Pacific.

Oversaw the functional audit coverage for the Technology and Change Management business units. Led the efforts to implement up-to-date baselines for the secure configuration and operations of all in-place devices, systems, databases, and applications. Provided expert inputs on risk and quantitative matters to business unit audit teams (Operations, Retail, Marketing, Finance, etc.). Prepared and delivered reports of audit findings and IT control weaknesses to executive and senior management. Responsible for audit assurance and remediation, risk monitoring, key performance indicators (KPIs) and heat map reporting. Served on the IT and Operational Risk Committee of the organization.

  • Successfully delivered key audit engagements of high- to medium-risk platforms and process areas (Datacenter Operations, Enterprise Information Security, Internet Banking, Business Continuity Management and Wealth Management & Treasury Systems).
  • Provided advisory services to the Technology Department on developing the organization’s information security program.
  • Received the Captain’s Choice Award for “Most Outstanding Audit Based on Impact at the Board and Audit Committee Level” for execution of the Enterprise Information Security Review.


Chief Internal Auditor

The Sint Maarten Telecommunications Group of Companies (Telem Group) is the incumbent telecommunications provider on the Dutch Caribbean island of St. Maarten. The group consists of Telem (fixed line service provider), TelCell (digital mobile service provider), TelNet (Internet service provider), and SMITCOMS (international service provider).

Responsibility for providing independent and objective assurance and consulting services designed to improve the effectiveness and efficiency of operations, and the reliability and integrity of financial reporting as well as ensure compliance with appropriate laws and regulations. Position reported to the Audit Committee and the Board of Directors with coverage for the telecommunications group of companies (Telem, TelCell, TelNet and SMITCOMS). Served as liaison to the Bureau Telecommunications and Post (the regulatory authority for the Netherlands Antilles).

Major Achievements:

Organizational strategy
  • Developed the organization’s audit methodology in terms of enterprise risk assessment, planning, control evaluation (including control self-assessments), substantive testing, reporting, assurance and key performance indicators (KPIs).
  • Re-developed the Revenue Assurance & Fraud Prevention department by defining the organizational structure, creating new role profiles, completing a skills gap analysis, developing a training plan and acquiring key tools for fraud analytics.

Manager, Network Operations

AT&T is a multinational telecommunications corporation, the second largest provider of mobile telephone and the largest provider of fixed telephone in the United States, and also provides broadband subscription television services.

Managed and oversaw network subject matter experts and second level field service teams, as well as concurrently, led network deployment and performance tuning activities, trouble-shooting, direct technical support for customers, and business support for other company functional groups. Served on the National Telecommunications Emergency Committee. Managed an annual capital budget of USD$2M and operating budget of +USD$4M.

Network deployment
  • Led the team that deployed and operated the first 2.5G (GSM/EDGE) wireless mobile network in the English-speaking Caribbean.
  • Delivered the 2004 GSM Network Expansion Project. Activities included site acquisition, construction management, installation, testing and integration of twelve (12) new 900 MHz and 1900 MHz sites.
Network optimization
  • Delivered the 2005 GSM Network Optimization Project by overseeing activities such as network modeling, antenna sweep tests, azimuth changes, down tilts and competitive drive testing.
